A batch of chilled meat was loaded into a reefer container directly from the workshop at plus eight degrees. The setpoint was set to minus one, as specified in the application. After a day, the system was still driving the temperature down, the return air sensor showed plus three, and the batch was rejected upon acceptance according to the protocol. Formally, the equipment worked properly. The error occurred twenty minutes before loading, when no one checked the temperature of the cargo itself. Such failures at the ramp and in the application are more frequent than equipment breakdowns. TT Club in its claim statistics also attributes more than half of the losses to documents and settings, not equipment failure. At the same time, cold transportation became more expensive faster than distance in 2026. RZD tariffs for reefer containers increased by 85% since 2021 with inflation around 51%.
Five checks before transport submission
Check the equipment class with the required mode, the temperature of the cargo itself with the setpoint, the validity period of PTI, the scale in the application (Celsius or Fahrenheit) and the method of registering the temperature in transit. These five points cover most of the claims for temperature-sensitive cargo.
The order here is more important than completeness. The equipment class eliminates obviously unsuitable transport in a minute, and the temperature of the cargo at the time of loading determines the outcome of the flight more often than the brand of the unit. The scale seems like a trifle until the first case when minus eighteen degrees Celsius turned into minus eighteen Fahrenheit. TT Club gives another example. Milk with a setpoint of 0.5 °C freezes if the controller shows 0.5 °F (−17.5 °C). Before sealing, make sure that the display shows Celsius, ventilation below 0 °C is turned off and the channels of the t-floor are free. This is not the sixth check, but a way to avoid disrupting the already selected mode on the ramp.
Who does not need a refrigerated truck and who needs more
A refrigerated truck is not needed for every temperature-sensitive cargo. On a short stretch in the cold season, when the outside temperature itself stays within the required range, an isothermal body without a unit is enough. The isothermal body only preserves what is loaded into it, but it is cheaper and does not require a certificate with a refrigeration class. In winter, some canned food, potatoes and cabbage are transported this way.
For small batches with a narrow mode, a thermal container or a thermal box with cold elements is sometimes more profitable. You need to calculate here for a specific stretch, because the cost of a refrigerated truck for a small volume outweighs the benefit.
The reverse boundary is stricter. Meat, fish, frozen food, vaccines, flowers and breathing fruits in the off-season almost always end in a claim if transported in a thermos or a dry cargo container with foam plastic. In the spring of 2026, the difference in RZD tariffs between dry cargo and reefer containers from the Urals to the Far East reached 233%. Dry cargo cost about 113,000 rubles, reefer almost 264,000. Some senders went for foam plastic because of this fork. If your cargo is sensitive to bacteria or to the label of the chain, such savings are usually more expensive than the rate itself.
There is a third edge. Pharmaceuticals, vaccines, biomaterials and some chemicals require not just cold, but a validated chain with qualified equipment, emergency protocols and documented analysis of each deviation. A regular refrigerated truck with a working unit does not cover this task, even if it physically maintains the required degrees.

Classes of SPS and what mode they support
The Russian classification of temperature transport grew out of the Geneva Agreement on the international carriage of perishable foodstuffs. The designations from there are still used in applications and certificates.
The letter code is read in two stages. The first letter indicates the type of equipment, the second the insulation, the third the temperature class. For isothermal bodies it is IN and IR, for reefers with ordinary insulation the FN family, for reinforced insulation the FR family.

Classes D, E and F maintain one set temperature, not a range. The equipment of these classes is designed for already frozen cargo and is not required to bring a warm batch to the mode.
On Russian routes, FRC, that is, a reefer with reinforced insulation with a range from +12 to −20 °C, is most often used. It covers both the chilled group and freezing, so carriers keep it in the fleet as a workhorse for both modes.

Since January 1, 2016, carriers of perishable goods by road are required to obtain an SPS certificate for each vehicle. It is issued after testing at an accredited station. The list of stations is published by ASCMAP, and the functions for road transport are carried out by the Federal State Budgetary Institution Rosavtotrans under the Ministry of Transport. The issuance procedure is fixed by order of the Ministry of Transport dated August 21, 2020 No. 318, for railway units by order dated May 18, 2021 No. 154.
During testing, the heat transfer coefficient of the body K is measured. For ordinary insulation, the norm is not higher than 0.7 W/(m²·K), for reinforced insulation not higher than 0.4. They also check whether the refrigeration unit can handle the declared class at outdoor temperatures of plus thirty.
The certificate is issued for the period of the test protocol, but not longer than six years, or for the period of expert examination, but not longer than three years. An expired document means that it is impossible to carry perishables in this vehicle, even if the installation is working.
The certificate itself confirms the capabilities of the body and the unit, not the condition of the cargo. It does not answer for the fact that the batch was loaded warm or that the door stood open for half an hour on the ramp.

The refrigerated container is on the same external ISO grid as the dry cargo, but inside it has thermal insulation, an evaporator, a compressor and air ducts. There is noticeably less usable space left.
For a forty-foot high cube, the internal dimensions are about 11,998 × 2,284 × 2,509 mm, the volume is about 67–68.7 m³, the tare weight is 4,200–4,800 kg, the carrying capacity is approximately 26.5–30.5 tons, depending on the ISO code. The doorway is approximately 2,290 × 2,497 mm. The insulation is made of polyurethane foam with a thickness of 80–100 mm. The exact figures are always taken from the operator of the specific container.

The working corridor of mass installations lies around −30…+30 °C. Maersk specifies the same corridor for the standard 20-foot reefer and 40-foot high cube. For Magnum, the low is lowered to −35 °C. For Super Freezer, the corridor is −60…−10 °C for tuna and swordfish. Russian operators for Carrier, Daikin and Mitsubishi most often name −30…+30 °C, for Thermo King down to −40 °C with outdoor temperatures up to +50 °C on the site. The power supply is three-phase, 380–460 V at 50 Hz.

Without a power outlet, the unit does not work. On the road section and at sites without electricity, a diesel generator, a genset, is hung on the container. The standard marine plug is designed for 32 A and 380/440 V. According to Cargostore specifications, the unit consumes 5.8–11 kW. The power of the genset starts at about 10 kW, and a tank of 460 liters lasts up to seven days with a consumption of about 3 l/h.
The genset is included in the calculation as a separate line: its cost depends on the rental period, installation, dismantling, refueling, and diagnostics. Connecting to power at the port or terminal is calculated separately. These operations affect not only the rate but also the continuity of the cold chain.
The unit maintains the temperature rather than cooling the cargo
This is the reason for what happened to that batch of meat. The refrigeration unit is designed to maintain the mode that the cargo already has. It does not have the capacity to remove several tons of excess heat from a warm batch.
The practice is simple. The cargo is cooled to the target temperature in the warehouse, in the chamber, before transport is provided. The container or body is pre-cooled separately, but empty and before loading. If you load warm goods, the temperature inside will rise, the unit will work at its limit for hours, and the readings at acceptance will diverge from the application.
The lack of pre-cooling of the cargo gives a temperature spike in the first hours of the flight and remains one of the most frequent reasons for rejection at acceptance.
The second source of the same problems is stacking. In a sea reefer, the air comes from below through the T-floor and rises through the cargo. In a reefer trailer, the flow is usually horizontal. The air comes out from above near the unit and returns to the front wall. Cargo should not be placed higher than the cargo line and should not be placed randomly so that it blocks the air ducts. Frozen goods are stacked in a tight block. Chilled breathable cargo, on the contrary, requires air flow through the mass. Otherwise, heat and ethylene accumulate in the center. Any blocked area turns into a bag of heat. Outwardly, it looks like a failure of the installation, although the installation is working.
We check consolidated batches in one trailer for compatibility by corridor, ventilation, odor, and ethylene. Chocolate next to garlic is not a joke from the presentation, but a real complaint. A two-temperature trailer with a partition works only if the seals are intact and sensitive cargo is in the front compartment with a more powerful unit.
For pharmaceuticals, the threshold is stricter. The reefer is usually delivered to the warehouse already heated or cooled to the set point. Typical corridors lie in the ranges of 2–8 °C and 15–25 °C. From September 1, 2025, the rules for storing medicines for medical purposes are set by Order of the Ministry of Health dated April 29, 2025 No. 260n. There are no special conditions on the packaging. The basic mode is then +15…+25 °C with humidity not higher than 65%. For the wholesale link, the order refers to GDP EAEU. Any recorded deviation from the mode gives the recipient the right to reject the batch.
PTI and acceptance of the container for loading
PTI, Pre-Trip Inspection, is an automatic test of the unit before issuing the container. It checks the refrigeration unit, sensors, temperature monitoring and recording devices, defrost cycle, and purge. Not a single line will issue a reefer container without a valid PTI.
The validity period of PTI is not unified. For different lines, it ranges from 30 to 180 days. In TT Club practice, the guideline is about 30 days. This should be clarified in advance because an expired test means a repeat procedure and a delay in terms.
PTI checks the equipment but does not replace actual acceptance. It does not confirm the temperature of the cargo, the cleanliness of the body, the serviceability of the cable piThe autotest shows the state of the installation at the time of checking, and these parameters are assessed separately before loading.
Three levels of cleanliness are checked for the refrigerator:
- physical — absence of residues of the previous cargo, dirt, debris and foreign objects;
- chemical — absence of detergents, oils, fuel and foreign odor;
- microbiological — compliance with the sanitary requirements of a specific cargo and its protocol.
When accepting, we additionally check the cleanliness and smell inside, the integrity of the door seals, the condition of the air ducts and floor grilles, the presence of a seal and the operation of the recorder. An unusual odor in the container after fish or chemicals transfers to the next load, and it is not possible to wash it off in an hour on the ramp. For pharmaceuticals, we also ask for a certificate of calibration of the sensor. It is updated at least once a year.
Where the cold chain breaks
The TT Club transport insurance club reviews claims for temperature-controlled cargo separately, and the picture it gets is unexpected for those who blame the equipment. Temperature-controlled cargo ranks third in the number of claims in its portfolio.
About a third of the losses are due to errors in correspondence and paperwork, including confusion between Celsius and Fahrenheit scales. Another 23% are due to incorrectly set settings. Equipment failure accounts for approximately a quarter of cases. Adding up the first two lines, we get more than half of the losses on documents and settings. Technology is responsible for a smaller share than commonly thought.
The vulnerable window in multimodal transport is the minutes and hours without power when receiving at the port, rearranging into a stack of reefers and loading onto the ship. The TT Club separately warns that this is where the temperature history of pharmaceuticals and expensive fresh products most often breaks. If your contract requires continuous power, we prescribe in the instructions for the flight power supply at each leg and permissible off-power time.
Hence the working conclusions. We write the setting in the application with a figure with a clear indication of the scale. We take and fix the readings regularly. On board, reefer containers are inspected at intervals of at least six hours, recording the temperature of the supplied and return air. We install the recorder so that the data is available to both parties, not just the carrier.
The difference between the supplied and return air is diagnostic in itself. For frozen cargo, they focus on the supplied air, for chilled cargo on the return air. Divergence of readings usually indicates either an overload in height or blocked circulation.

How much does cold cost in 2026
There is no single price for refrigerated transportation: it is calculated for a specific route and scheme of responsibility for the temperature regime. The rate is influenced by the route and its length, type of equipment and container size, temperature range, need for a genset, connection to power supply at the terminal, transshipments and storage.
Insurance and documents are also included in the calculation if they are provided for by the transportation scheme. When comparing offers, it is important to clarify what is included in the base rate: ref fuel throughout the route, sockets in ports and stations, genset rental, downtime, temperature monitoring and additional operations. Fuel tariffs, terminal services and equipment change, so the figures are correct only for a specific date and route.

To calculate refrigerated transportation without surprises on the ramp, we need a short set of data. The name of the cargo and its temperature regime in digits with the scale indicated. We separately clarify whether the product has its own manufacturer's protocol or shelf life requirements are stricter than usual. Perishable technical regulations TR TS 021/2011 considers products with a shelf life of up to five days, and the manufacturer sets the storage and transportation conditions for it.
Starting from March 1, 2026, forwarders will also be checked against the register on the GosLog platform. The Ministry of Transport announced the launch of the register. Starting from September 1, 2026, forwarding documents will go electronic, so we agree in advance on the format for exchanging the application, temperature sheet and reports. A paper copy of the temperature report, which no one can sign at the port, costs more than it seems.
