Russia will introduce a technology fee on electronics.
Starting from September 1, 2026, a bill on the introduction of a technology fee for manufacturers and importers of radio-electronic products will come into force. The fee will be charged on finished devices: smartphones, laptops, televisions, networking and telecom equipment, microchips, and other electronics. The amount depends on the category of the product and its cost, but not more than 5000₽ per unit.
At the start, the fee will be charged from all market participants to fill the technological development fund. Later, the Ministry of Industry and Trade will propose a system of benefits or exemptions similar to the утилизационный сбор on cars. That is, if an enterprise produces in Russia, uses domestic components and certified lines, it will be able to offset or compensate the fee.
The same model works, for example, in the automotive industry: AvtoVAZ and other manufacturers actually pay the fee, but receive compensation in the form of subsidies and benefits, which makes it neutral in effect.
What awaits us: – Importers of appliances and electronics will definitely be subject to the fee, which means direct increase in the cost of imports. – Assemblers and localized manufacturers that assemble devices in Russia from foreign components will be able to partially offset the fee or receive subsidies in the future. – Fully Russian manufacturers of components – chips, system boards, radio elements – will probably be fully exempted or even receive bonus funding from the fund.
For FEA participants, it is important to revise supply chains, product classification, and contract terms in advance to avoid unexpected expenses when importing.
