A technology fee on electronics will be introduced in Russia.
Starting September 1, 2026, a draft law introducing a technology fee for manufacturers and importers of electronic products will come into effect. The fee will apply to finished devices: smartphones, laptops, TVs, network and telecom equipment, microchips, and other electronics. The fee amount depends on the product category and value, capped at 5,000₽ per unit.
Initially, the fee will be collected from all market players to build up the technological development fund. Later, the Ministry of Industry and Trade will introduce a system of exemptions or reliefs similar to the vehicle recycling fee. In other words: if an enterprise manufactures in Russia, uses domestic components, and certified production lines, it will be able to offset or reclaim the fee.
A similar model works, for example, in the automotive industry: AvtoVAZ and other domestic manufacturers effectively pay the fee but receive compensations via subsidies and benefits, rendering the financial impact neutral.
What to expect: – Importers of appliances and electronics will definitely be subject to the fee, directly raising import costs. – Assemblers and localized manufacturers mounting devices in Russia using foreign components will eventually be able to partially offset the fee or receive subsidies. – Fully domestic manufacturers of components (chips, motherboards, radio elements) will likely be completely exempt or even receive incentive funding from the fund.
