Cargo Delivery from the UAE: Import and Export Control

Today, the United Arab Emirates is the main transit hub for high-tech cargo and impulse goods. Direct import from the UAE of network and peripheral equipment, electronics, and auto parts has become the backbone of the Russian market. TransGID has built a reliable supply chain for cargo delivery from the UAE that functions seamlessly even amidst tightened export controls.We arrange direct air freight within 1–3 days as well as multimodal container shipping, taking full care of documentation support. We work strictly with official clearance and full documentation sets. We legalize cargo at the departure stage: we handle mandatory invoice attestation at the Ministry of Foreign Affairs (MOFA), obtain dual-use export permits, and arrange transit via Dubai for products originating from Europe and the US. You receive your cargo in Russia with a full set of documents, officially cleared through customs, and with deductible VAT.

Since 2024, UAE Customs has tightened control over exports to Russia: special permits are now required for exporting electronics, equipment, and components.

We take on the bureaucracy that conventional freight forwarders cannot handle:

• MOFA Certificate. A mandatory procedure for import and export. We attest the invoice and certificate of origin through the UAE Ministry of Foreign Affairs, confirming transaction legitimacy for customs and banks.
• ECNP Permit. Exporting high-tech goods (microchips, servers, machine tools) requires an export control permit. We help obtain a unique number and barcode for the air waybill.
• Export Declaration. We handle customs clearance for export from any Dubai free trade zone: Jebel Ali, DAFZA, Dubai South.

Depending on cargo volume, we offer two logistics formats:

• General Cargo. We book space on a vessel or charter a dedicated aircraft for you. Optimal for large consignments of machinery, vehicles, and wholesale shipments.
• Consolidated Cargo from the UAE. If you have a small shipment, we consolidate it with goods of other clients at our Dubai consolidation warehouse. You only pay for the actual space occupied in the container or truck. This reduces shipping costs by sharing freight expenses among all shippers.

• Delivery from Dubai to Moscow (Air Freight). Direct flights from DXB and DWC airports to Sheremetyevo or Domodedovo. Transit time: 1–3 days. Ideal for electronics, samples, and urgent spare parts.
• Sea Freight (Containers). Departure from Jebel Ali Port via Novorossiysk or Far Eastern ports with subsequent rail transshipment. Transit time: 25–30 days.
• Multimodal Transportation. Sea + Trucking via Iran or Turkey. Optimal balance between price and delivery time.

We implement a multimodal delivery scheme, managing every link in the supply chain:

1. Cargo Pick-up. We contact the supplier, collect the goods from the factory or warehouse in any emirate, and transport them to our consolidation terminal.
2. Export Clearance. We issue licenses, attest documents, and obtain MOFA stamps.
3. International Freight. We oversee loading onto the vessel or aircraft. We insure the cargo against damage and loss.
4. Customs Clearance. We submit the declaration to a temporary storage warehouse (TSW) in Russia. With properly prepared documents, customs clearance takes no more than 1 business day.
5. Delivery Across Russia. We deliver the released cargo to your warehouse in Moscow or hand it over to domestic transport companies for regional distribution.
