Cargo delivery from the UAE: import and export control

The United Arab Emirates today is the main transit hub for high-tech cargo and goods of impulsive demand. Direct import from the UAE of network and peripheral equipment, electronics and auto parts has become the basis of the Russian market. The TransGID company has built a reliable cargo delivery chain from the UAE that works even under tightened export control.We organize direct air delivery in 1-3 days and multimodal container transportation, fully covering documentary support issues. We work only with official оформления and a set of documents. We legalize the cargo at the departure stage: we carry out mandatory legalization of invoices in the Ministry of Foreign Affairs, obtain permits for the export of dual-use goods and arrange transit through Dubai for products from Europe and the USA. You receive the cargo in Russia with a full set of documents, officially cleared through customs and input VAT.

Since 2024, UAE customs has tightened control over exports to Russia — special permits are now required to export electronics, equipment and components.

We take care of the bureaucracy that ordinary transport companies cannot handle:

• MOFA Certificate. A mandatory procedure for import and export. We certify the invoice and certificate of origin through the Ministry of Foreign Affairs of the UAE, confirming the legality of the transaction for customs and banks.
• ECNP permit. Export control permission is required to export technological goods (chips, servers, machines). We help obtain an individual number and barcode for the air waybill.
• Export declaration. We arrange export from any free economic zone in Dubai: Jebel Ali, DAFZA, Dubai South.

Depending on the cargo volume, we offer two logistics formats:

• General cargo. We book space on a vessel for you or charter a separate flight. This is optimal for large shipments of machinery, vehicles, and bulk supplies.
• Consolidated cargo from the UAE. If you have a small shipment, we combine it with other clients' goods at our consolidation warehouse in Dubai. You pay only for the actual space in the container or truck. This reduces the shipping cost as transportation expenses are shared among all customers.

• Delivery from Dubai to Moscow (Air freight). Direct flights from DXB and DWC airports to Sheremetyevo or Domodedovo. Duration: 1-3 days. Ideal for electronics, samples, and urgent spare parts.
• Sea freight (Containers). Shipping from the Jebel Ali port via Novorossiysk or Far Eastern ports with further transshipment to rail. Duration: 25-30 days.
• Multimodal transportation. Sea + Road transport via Iran or Turkey. A balance between cost and time.

We implement a multimodal delivery scheme, taking on all links of the logistics chain:

1. Pickup of the cargo. We contact the supplier, pick up the goods from the factory or warehouse in any emirate and transport it to our consolidation terminal.
2. Export formalities. We issue licenses, certify documents, and arrange MOFA formalities.
3. International freight. We supervise loading onto a ship or airplane. We insure the cargo against the risks of damage and loss.
4. Customs clearance. We submit a declaration to the temporary storage warehouse in Russia. With correctly prepared documents, customs clearance takes no more than 1 working day.
5. Delivery across Russia. We send the released cargo to your warehouse in Moscow or hand it over to domestic transportation companies for delivery to the regions.
