From July 28 to August 3, 2026, the government again closed the export of gasoline and diesel by a strict decree until January 31, 2027, and from August 3, customs will transfer the inspection to electronic regulations with mandatory photos. In the Black Sea, after the attack on the tanker, CPC cut oil intake to 100 thousand tons per day, and the FESCO Yanina container ship sank near Novorossiysk. Vostochny Polygon responded with a 7-minute interval, FGC gondola service, and Russian Railways point discounts.

New fuel ban and photo inspection

On July 30, Interfax transmitted the government's message. From August 1, 2026 to January 31, 2027, a new temporary ban on the export of gasoline, diesel, marine fuel and gas oil is in effect. In August, diesel is also closed to manufacturers. Starting from September 1, restrictions will be lifted on diesel, marine fuel and gas oil exported by direct producers. Gasoline is prohibited for all participants until January 31, 2027. Separately, the Cabinet of Ministers approved a temporary procedure for supplying fuel to farmers until November 1.

On the same day, Logirus dismantled the order of the Ministry of Finance No. 152n, which sets a new procedure for customs inspection from August 3, 2026. The decision on the inspection is made in 30 minutes, and the order is prepared no later than 50 minutes after the message. CPC for 100 thousand tons and the sunken Yanina

On July 30, a Nissos Sifnos tanker loaded with Tengizchevroil oil was attacked at CPC's VPU-3 terminal in Novorossiysk. According to PortNews, the fire was extinguished, there was no spill, and loading was stopped. This disrupted the work again after the resumption on July 27. On July 31, CPC temporarily suspended the operation of the pipeline and continued to receive oil into reservoirs. Since August 1, the volume of intake is equal to 100 thousand tons per day. The Ministry of Energy of Kazakhstan via Interfax stated that a complete shutdown of the consortium is not being considered and the build-up depends on the tanker's location.

On the night of August 1, about 130 miles from Novorossiysk, two marine drones attacked the container ship Yanina of the FESCO group. The ship sank with civilian products from freezing to building materials. All 17 crew members were rescued. FESCO said that the group continues its regular work and fulfills its obligations to customers. For the Black Sea container arm, this is a new insurance and route risk next to the already unstable oil terminal.

Seven minutes at the Eastern Training Ground and FGC gondolas

On July 31, the head of Russian Railways, Oleg Belozerov, confirmed at a meeting with the president that the interval between freight trains at the Eastern Training Ground had been reduced to 7 minutes, and the carrying capacity of 180 million tons for 2026 remained in force. Exports of non-coal cargoes (grain, fertilizers, containers) are increasing in the implementation of coal agreements from Kuzbass. In June, container shipments increased by more than 13%.

On July 30, FGC launched the Vostochny Bridge service. Containers from the ports of Primorye travel in gondola cars, in Novosibirsk they are loaded onto fitting platforms and transported further to the Moscow road. In August, the operator expects to ship at least 500 containers. On July 31, Russian Railways announced a 12.8% discount on alumina from the Far East from January 1, 2027 to December 31, 2029 in gondola cars after unloading on the Far Eastern Railway and a 50% discount on a number of ferrous metal shipments until June 30, 2027. Vostok responds with the density of the schedule and the backloading of gondola cars instead of general conversations about power.

The Crimean Bridge was getting up on the clock again

On July 31, the information center for approaches to the Crimean Bridge twice reported the temporary closure of traffic. On July 29, the passage was already stopped for more than three and a half hours. After the opening, queues accumulated for about an hour on each side of the inspection. Starting from January 2026, trucks with a curb weight of over 1.5 tons will not be allowed on the highway.

The result of the week is clear to the logistician without further ado. On the water, the oil and container circuits near Novorossiysk are being cut again, on land, the authorities are simultaneously tightening fuel and digitalizing inspection, and the Vostochny Landfill is increasing density and semi-truck transportation. It makes sense to set a separate September window for diesel manufacturers, check their readiness for photo inspection from August 3, and not build a schedule for Black Sea shipments without a backup scenario for CPC and container insurance.
